SEIU president detained, injured during ICE raid protest in Los Angeles

Calls for investigation are growing after a prominent labor leader was pepper-sprayed and taken into custody during a chaotic federal raid in downtown Los Angeles.

David Huerta, president of SEIU California, was arrested on Friday during a series of immigration enforcement actions, drawing condemnation from liberal city and state leaders and prompting protests across the community, as NBC Los Angeles reports.

The incident unfolded on Friday during a multi-agency operation led by Immigration and Customs Enforcement (ICE) in central Los Angeles. Officers executed four federal search warrants across three separate worksites in a coordinated sweep. According to authorities, 44 individuals were administratively arrested, with one additional person, Huerta, criminally charged.

Huerta, who was present as a community observer, was allegedly injured when agents from the Department of Homeland Security used force to detain him. The Service Employees International Union (SEIU) reported he was taken to a hospital following the incident, treated for injuries, and then placed in federal custody.

Community leader caught in chaos

At the time of his arrest, Huerta was reportedly trying to document the raids and support affected families, consistent with what SEIU described as his longstanding role in nonviolent advocacy for immigrant rights. Democrat Los Angeles Mayor Karen Bass confirmed that Huerta had been pepper-sprayed and called the emotional toll of witnessing families being separated particularly damaging.

"He is doing OK physically," Bass said Friday evening, "but I know what impacted him the most was the emotional trauma of watching parents and kids being separated." She went on to commend Huerta’s activism, saying, "We are proud of President Huerta’s righteous participation as a community observer."

Despite his community role, federal authorities stated that Huerta’s actions interfered with law enforcement. U.S. Attorney Bill Essayli alleged that Huerta had deliberately blocked a federal vehicle as agents attempted to execute a judicial warrant. He has been charged with obstructing officers and is scheduled to be arraigned in federal court on Monday.

City leaders, protestors decry ICE tactics

As news of Huerta's arrest spread, community outrage quickly followed. By Friday afternoon, demonstrators had gathered in downtown Los Angeles, calling for his immediate release and decrying what they described as excessively forceful enforcement by ICE agents. Many community members were alarmed by the scale and nature of the operation.

Bass described the day’s actions as "cruel and chaotic" and said she is organizing a meeting with immigration rights groups to strategize for future situations. "My message to them," she said, "is that we are going to fight for all Angelenos regardless of when they got here, whether they have papers or not."

California Gov. Gavin Newsom also weighed in, condemning the tactics used during the raids and suggesting they undermined trust in local and federal institutions. SEIU leaders emphasized that Huerta’s presence at the scene was peaceful, lawful, and aligned with his mission to protect vulnerable workers.

Federal prosecutors acknowledge detentions

Federal officials remained firm in their defense of the enforcement operation. Homeland Security Investigations (HSI) spokesperson Yasmeen Pitts O’Keefe explained that agents had legally executed four search warrants across three locations in downtown LA. She confirmed that while 44 individuals were taken in under administrative immigration violations, Huerta was the only person criminally charged.

"The investigation remains ongoing," said Pitts O’Keefe. "Updates will follow as appropriate." Officials have yet to release full details of what triggered the warrants or the identities of the persons detained, apart from Huerta.

Huerta remains in ICE custody as of Saturday night. His supporters have called for an immediate review of the circumstances of his arrest, and civil rights attorneys are closely watching the case heading into Monday’s hearing.

Huerta speaks out

In a statement released by SEIU, Huerta addressed the arrest and its broader significance. “What happened to me is not about me,” he said. “This is about something much bigger.”

He continued, “This is about how we as a community stand together and resist the injustice that’s happening. Hard-working people, and members of our family and our community, are being treated like criminals.” “We all collectively have to object to this madness because this is not justice,” he concluded. “This is injustice. And we all have to stand on the right side of justice.”

Lessons to learn

1. Know your rights when interacting with authorities: Whether present as an observer or caught up in an enforcement action, understanding legal rights and maintaining clear, calm communication can be critical. Activists and bystanders should attend legal briefings before participating in public demonstrations.

2. Know how to de-escalate tense situations: Even with peaceful intentions, stepping into law enforcement operations can carry significant risks. Advocates should be trained in non-confrontational methods and stick to designated observation areas to avoid endangering legal efforts.

3. Support and verify community leadership actions: Huerta’s case highlights the importance of visible, lawful advocacy. Those working alongside marginalized communities must ensure their efforts stay within procedural boundaries while pushing for systemic change. Still, it’s vital to remember that even lawful observers can face threats, and we must never place blame on victims of aggressive enforcement.

Why this story

This story is significant because it sheds light on the intersection of progressive labor advocacy and federal immigration enforcement.  It raises compelling questions about the treatment of nonviolent community observers and the transparency of federal operations.

As Los Angeles looks to safeguard all of its residents, the case serves as a critical moment of reflection.
