Off-duty police officer killed at Camp Lejeune

A tragic incident at Marine Corps Base Camp Lejeune has claimed the life of an off-duty Jacksonville police officer. The event, which unfolded earlier this week, has left the local community and law enforcement reeling as authorities work to piece together the circumstances surrounding the death of Philip Chiorino, a respected officer and former Marine.

On Tuesday, Jan. 13, Chiorino was involved in a security incident on the base that resulted in life-threatening injuries, leading to his death, with the Naval Criminal Investigative Service (NCIS) taking the lead in the ongoing investigation.

The incident began around 12:40 p.m. on Tuesday, when the Camp Lejeune Provost Marshal’s Office notified the Jacksonville Police Department (JPD) about the situation involving Chiorino. According to JPD, the officer sustained severe injuries during the event on the military installation. He was later pronounced dead, though specific details about the nature of the incident have not been released.

Tragic Loss of a Dedicated Officer

As the investigation continued, NCIS and JPD leadership collaborated closely to ensure that Chiorino’s next of kin were notified before his identity was made public. The incident occurred on a military base, which places NCIS as the primary agency handling the case, as WCTI reports. Authorities have yet to disclose further information about what led to the fatal encounter.

Following the incident, schools on the base, including those under the Department of Defense Education Activity (DoDEA), were placed on lockdown out of caution. The security alert was issued near Tarawa Terrace Elementary School, prompting a secure status for all DoDEA schools on the installation. Military law enforcement responded swiftly to manage the situation.

The lockdown was eventually lifted, and schools resumed normal operations. Base officials confirmed that the incident resulted in one fatality—Chiorino—and emphasized that no students, children, or school staff were harmed. A Department of Defense official expressed gratitude to local law enforcement and base command for their efforts in ensuring the safety of the military community.

Remembering Philip Chiorino’s Service Record

Chiorino was more than just a police officer; he was a decorated veteran with a notable military background. He served in the U.S. Marine Corps from June 3, 2014, to Feb. 16, 2024, achieving the rank of sergeant (E-5). His roles included mortarman and Marine combat instructor, with his last assignment at the School of Infantry West in Camp Pendleton, California.

During his service, Chiorino earned several honors, including the Navy and Marine Corps Achievement Medal with Combat Conditions and three Marine Corps Good Conduct Medals. He also received campaign medals for multiple deployments in support of Operation Inherent Resolve. His dedication to duty was evident in both his military and civilian roles.

In his civilian capacity, Chiorino served as a School Resource Officer at Jacksonville Commons Elementary. On Friday, Principal Courtney Moffitt shared a heartfelt message with families about his passing. The school community was deeply saddened by the loss of a familiar and trusted figure.

Community Impact and School Response

Principal Moffitt addressed families with a somber note, saying, “Good afternoon, JCE Families. This is Principal Courtney Moffitt. It is with great sadness that we share we were recently notified that School Resource Officer Chiorino has passed away.”

She continued, “The OCS Crisis Team will be available to meet with students to help them during this difficult time. In the days ahead, please encourage your child to reach out if they need to talk or contact us at the school to arrange support. Our thoughts are with the family and all those who knew him.”

The community’s response raises broader questions about safety on military installations and the risks faced by law enforcement, even when off duty. Many are left wondering how such a tragedy could occur in a secure environment like Camp Lejeune. This incident has sparked concern among residents and officials alike about underlying vulnerabilities.

Why This Story Matters

This story resonates deeply within both the military and civilian communities of Jacksonville and beyond.

It highlights the inherent dangers faced by law enforcement officers, even outside their official hours, and underscores the importance of robust security measures on military bases.

Moreover, it serves as a reminder of the sacrifices made by individuals like Chiorino, who dedicated their lives to protecting others in multiple capacities.

Lessons to Learn

While the full details of this incident remain under investigation, there are valuable takeaways for personal and community safety. It’s critical to reflect on how we can better protect those who serve us, as well as ourselves. Though crime can strike anyone, anywhere, and we must never blame the victim, certain steps can help mitigate risks.

Consider these points for enhancing safety: 1) Stay informed about security protocols in your area, especially if you live near or work on military installations, as quick response times depend on awareness; 2) Maintain open communication with local law enforcement or base officials if you notice anything unusual, as early reporting can prevent escalation; 3) Support mental health resources for officers and military personnel, who often face high-stress environments that can impact decision-making in critical moments.

These lessons are not foolproof, and we must acknowledge that unexpected tragedies can occur despite precautions. The loss of Philip Chiorino is a stark reminder that safety is a collective responsibility. Our focus should remain on supporting affected families and advocating for systemic improvements rather than assigning fault.
