Decades of Deceit: Former Ambassador to Bolivia Pleads Guilty

In an unprecedented case, Victor Manuel Rocha, a former U.S. ambassador to Bolivia, has been deemed guilty of engaging in espionage on behalf of Cuba.

Rocha, aged 73, with links to top American politicians including the Clintons, pleaded guilty to secretly acting as an agent for Cuba, betraying the United States over several decades, and was sentenced to 15 years in prison, as Fox News reports.

His career, spanning over two decades in the U.S. government, ended with revelations that placed national security in jeopardy.

Beginning his career in 1981, Rocha used his positions within the State Department to gather classified information.

This dual life extended to his tenure on the National Security Council from 1994 to 1995, and later as the U.S. Ambassador to Bolivia from 2000 to 2002. It was not until February 17, 2023, however, that Rocha's clandestine activities would come to light, following his admission to an undercover FBI agent.

Rocha's betrayal extended beyond merely gathering information; he actively influenced U.S. foreign policy to favor Cuban interests. His covert operations were not limited to his tenure at the State Department but continued when he served as an advisor to the U.S. Southern Command in 2006. This act of betrayal surprised many, considering the level of trust and responsibility bestowed upon him.

U.S. Attorney Markenzy Lapointe and Executive Assistant Director Larissa L. Knapp also echoed sentiments of Rocha's staggering betrayal, emphasizing the extensive undercover work to bring him to justice.

Rocha's recorded admission to an undercover FBI agent highlighted his unwavering support for Fidel Castro and his disdain for the United States, which he referred to as the "enemy."
