Convicted killer of Rachel Morin sentenced to life in prison without parole

Victor Martinez-Hernandez faced a Maryland judge on Monday for sentencing in a case that gripped national attention.

As reported by Daily Mail Online, the El Salvador native was handed life without parole, plus another life term and 40 years, after his April conviction for first-degree murder, first-degree rape, and kidnapping in the August 2023 attack on 37-year-old Rachel Morin.

The mother of five was dragged off the Ma and Pa Trail in Bel Air, brutally assaulted, and left in a tunnel drain, where an autopsy showed she died from strangulation and blunt-force trauma. Martinez-Hernandez had entered the U.S. illegally in February 2023, shortly after allegedly killing a woman in El Salvador, and authorities linked him to the crime via DNA evidence after his June 2024 arrest in Tulsa, Oklahoma.

Judge Declares No Hope for Rehabilitation

The judge described Martinez-Hernandez as beyond rehabilitation during the Monday hearing. He emphasized that the defendant's actions not only ended a life but also instilled fear in the community. The Ma and Pa Trail, once a scenic spot, became associated with horror due to the attack.

Harford County State's Attorney Alison Healey pushed for the maximum penalty, calling the offender completely resistant to any treatment. She warned that his release would pose an imminent threat to public safety. "If he is released our community is in grave danger ... It's not a matter of if, it's a matter of when," Healey stated in court.

The judge concurred with the assessment, noting the brutality involved. "You are not a candidate for rehabilitation. There is simply no hope to rehabilitate you," he told Martinez-Hernandez. He added that the crime terrorized locals and stole a life unjustly.

Family Shares Heartbreaking Impact Statements

Victim impact statements from 10 people, including Morin's mother, siblings, and four children, highlighted the profound loss. Her children, aged nine to 20, spoke of daily reminders of their mother's absence. One son recalled her as a devoted parent who shaped his life with his sisters.

Morin's eldest daughter, now a mother, had her statement read aloud by the prosecutor. She described reliving the trauma to prepare it and praised her mother's qualities like kindness and determination. "I had to relive the worst two days of my life in order to write this," she wrote, adding that her mom was strong, honest and funny.

Patty Morin, the victim's mother, detailed her ongoing struggles with nightmares and anxiety. She explained how the grief matched the depth of love felt. "The depths of grief are equivalent to the depths of love felt. This will impact generations to come," Patty Morin said.

Immigration Failures Draw Sharp Criticism

Harford County Sheriff Jeff Gahler blamed U.S. immigration policies for allowing Martinez-Hernandez to stay despite prior crimes. He noted the suspect committed offenses in Los Angeles before the Maryland attack. "The failure here, again, is the immigration system that allowed this person to enter our country illegally and remain in our country and commit crimes," Gahler said.

Patty Morin testified in Congress last month about border policy shortcomings under the Biden-Harris administration. She argued that standard protocols like DNA swabs could have flagged an Interpol warrant from El Salvador. "If they had done the border protocols that were in place but was set aside, just a simple DNA swab, they would know that he had a INTERPOL warrant for murder in his home country," she told the House Committee on Homeland Security.

President Donald Trump used the tragedy in his re-election campaign last year, meeting Patty Morin in the Oval Office on April 16, 2025. He posted on Truth Social after the conviction, calling Morin a beautiful mother of five.

"Moments ago, the Illegal Criminal, who was allowed into our Country by Crooked Joe Biden, was convicted of the heinous murder of Rachel Morin," Trump wrote.
